Arkansas
Outside the Arkansas registry.
Arkansas Tobacco Control’s November 14, 2025 memo says a product that does not contain nicotine “is not required to appear on the Directory.”
NoNic6 is 6-methylnicotine, a nicotine analog. Non-nicotine does not mean risk-free. NoNic6 may be addictive and acutely toxic.

“During our conversation, you clarified that products such as our KUMI6 (a disposable vape device), because they do not contain nicotine, are NOT subject to Arkansas’s new PMTA registry requirements.”
The agency’s answer, May 15, 2025
That is our agency’s interpretation and application of the law. If that interpretation or application changes, all permit holders will be notified.
Any vapor product or e-liquid product that does not contain nicotine is not required to appear on the Directory.
Arkansas Tobacco Control (“ATC”) will not certify any brand of vapor product or e-liquid product as not being required to appear on the Directory and this determination must be made by you.
Only closed system (disposable) vapor products and e-liquid products containing nicotine are subject to the provisions of this directory.
Know this.
- Hold an Arkansas vapor product permit from ATC.
- Make the directory call yourself. ATC will not certify any brand.
- Follow Ark. Code Ann. § 20-65-104 advertising limits, “regardless of nicotine content.”
- Check flavor names against ATC’s memo, which names “Gummy”, “Rancher”, “Pop” and “Gush”.
